However, for foreigners, the process of buying and registering a car, whether new or used, can seem complex at first. From documentation and eligibility to legal formalities, costs, and registration steps, here’s a comprehensive guide to help you navigate it all with ease.

Who can buy a car in Saudi Arabia?

Foreign residents (expats) in Saudi Arabia can buy and own cars, provided they meet key legal and documentation requirements.Basic Eligibility:

  • Must hold a valid residence permit (Iqama)
  • Must possess a valid Saudi driver’s license (or a recognized foreign license that can be converted)
  • Must register the vehicle in their own name
  • Must comply with insurance and inspection requirements.

Documents required to buy a car

There are different document requirements for new and used vehicles. Here’s what you need to prepare for both scenarios.

A. For buying a new car (From a dealership)

Most dealerships handle the paperwork for you, but you must provide the following:

Residence ID Original and copy required
Saudi Driving License Or recognized foreign/GCC license; may require conversion
Insurance Policy Must be valid and from an authorized provider

If buying through bank financing, also bring:

Proof of Income Bank statement or salary certificate showing employment income
Employer’s Letter Signed and stamped by employer and approved by Chamber of Commerce

B. For buying a used car (Private sale or used dealership)

Buying a used car involves more steps and responsibilities. Documentation includes:

Valid Iqama Original and copy
Valid Saudi Driving License Original and copy
Valid Insurance (Tameen) Can renew or transfer from previous owner
Vehicle Inspection Report (Fahas) Obtained from Motor Vehicle Periodic Inspection (MVPI)
Ownership Transfer Certificate Facilitates re-registration in buyer’s name
Registration Card (Istimara) Provided by the previous owner; new one issued upon transfer

For bank-financed purchases of used cars, the following are also needed:

  • Bank statement
  • Employer’s letter (Chamber-approved)

Car registration process for expats

New cars:

  • Registration is typically handled by the dealership.
  • You’ll receive your registration card (Istimara) once the process is completed.

Used cars:

  • You must handle all paperwork yourself.
  • Visit the Traffic Police Office (Muroor) in person, with the previous owner.
  • Fill out the Muroor vehicle registration form, downloadable from the official website or available at the office.

Optional – Absher Platform:

  • You can use Absher, an official Saudi e-service platform, to book appointments at the Muroor.
  • Absher also allows online access to many vehicle-related services.

Driving without a valid registration card or with an expired one attracts heavy fines by Muroor Police. Renew the Istimara annually after the first three years.

Important rules and notes for expats

  • Insurance is mandatory for all vehicles in Saudi Arabia.
  • Fahas (Vehicle Inspection) is compulsory for used vehicles.
  • You must have a valid Istimara (registration card) at all times while driving.
  • New car registrations are valid for 3 years, followed by annual renewals.
  • Used car registrations are valid for 1 year, then must be renewed.
  • All documents must be officially stamped, up-to-date, and translated if necessary.
