Car modification is a popular trend across the UAE, blending personal style with performance upgrades. But customising your vehicle without following official procedures can lead to heavy penalties, vehicle impoundment, or insurance voiding. This guide breaks down the UAE car modification rules, approval process, legal upgrades, and what modifications are strictly off-limits.

Understanding the law: UAE car modification rules

In 2017, the UAE implemented Cabinet Decision No. 45 of 2016, which officially came into effect on June 1, 2017. This regulation outlines which types of vehicle modifications are allowed and how they must be carried out.Key legal requirements:

  • All modifications require prior approval from relevant authorities.
  • Work must be carried out at ESMA-approved workshops (Emirates Authority for Standardisation and Metrology).
  • The law covers engine tuning, exhaust changes, suspension alterations, and other core modifications.
  • Penalties for violations include:
    • Fines from AED 1,000 to AED 50,000
    • Vehicle confiscation
    • Jail time
    • Cancellation of registration
    • Insurance denial

Getting approval: Step by step process for car modifications in the UAE

To legally modify a car in the UAE, follow this government-mandated procedure:Official approval process:

  1. Choose an ESMA-Approved Workshop
    Only certified garages can assess and carry out compliant modifications.
  2. Submit the Modification Plan
    Provide a detailed proposal outlining the intended changes.
  3. Undergo Vehicle Inspection
    The vehicle will be examined to ensure changes do not affect safety, emissions, or noise regulations.
  4. Receive a Modification Approval Certificate
    If the car passes inspection, the workshop will issue an official approval certificate.
  5. Register the Modifications with RTA
    The certificate must be submitted to the Roads and Transport Authority (RTA) to update vehicle records.

Legal modifications: What is allowed under UAE car modification rules

Not all modifications are banned — many are allowed, provided they follow guidelines.Aesthetic modifications:

  • Car Wrapping: Legal if license plates remain visible and safety isn’t compromised.
  • Window Tinting: Allowed with up to 50% light transmission on front windows.
  • Interior Changes: Seats, dashboards, and sound systems are allowed if they don’t affect safety systems.
  • Wheels and Tires: Customization is allowed if it meets safety criteria.
  • Lighting: Decorative lighting is permissible as long as it doesn’t reduce visibility or distract other drivers.

Performance & safety modifications:

  • Suspension Lowering: Legal if safe ground clearance is maintained.
  • Brake and Handling Enhancements: Allowed with prior approval and inspection.
  • Safety Devices: Rear cameras, blind spot monitors, and anti-theft tech are encouraged.

Prohibited changes: What you cannot do without approval

Some modifications are outright banned unless approved and documented.Not allowed without permission:

  • Muffler Deletes / Loud Exhausts: Prohibited if noise exceeds 95 dB.
  • Over-Tinting: Front windows must allow at least 50% light; exceeding this is illegal.
  • Neon/Flashing Lights: Banned on public roads.
  • Engine Swaps: Require full inspection and documentation.
  • Drastic Suspension Lowering: Illegal if ground clearance is compromised.
  • Unapproved Color Changes: Only allowed with RTA approval.
