Guns, tactical gear and notebook with assault plans: Luqmaan Khan arrested for allegedly plotting attack on University of Delaware

A Delaware man was arrested after police say he was found with firearms, ammunition, tactical gear, and a notebook detailing a potential attack on the University of Delaware. 25-year-old Luqmaan Khan was taken into custody following a traffic stop last week. Police say the stop occurred after Khan was seen operating a white Toyota Tacoma in Canby Park West during suspicious hours. Officers ordered him out of the vehicle, but he allegedly refused and resisted arrest before being detained.During a search of the vehicle, police said they found multiple things:• Loaded Glock .357 handgun• Micro Conversion Kit for a Glock handgun• Four loaded 27-round extended magazines• Ballistic hard plate (body armor) • Binoculars, Laptop, Composition NotebookA notebook was recovered containing handwritten plans for weapons use and instructions on evading law enforcement following an attack, according to NBCPhiladelphia.Police claim the notebook targeted and referenced a member of the University of Delaware Police Department by name and included a layout of a building marked “UD Police Station,” showing entry and exit points.On Tuesday, last week, investigators executed a search warrant at Khan’s home in Wilmington, North Carolina, recovering additional weapons, including a Glock 9mm handgun with an illegal machine gun conversion device, hollow-point ammunition, a .556 rifle with a scope and red dot sight, and more ammunition. Officers also found a two-plate tactical ballistic vest with an additional ballistic plate. Law enforcement shared images of some of the seized weapons and ammunition on social media Facebook.

Who is Luqmaan Khan?

University officials confirmed Luqmaan Khan was an undergraduate student at the school. Interim president Laura Carlson said, “The University has temporarily separated the student from the University, including a ban from all UD campuses while legal matters are being resolved. We have been working closely with law enforcement throughout this matter and are sharing this information with you now that we have been cleared to do so. There are no known or immediate threats to the University of Delaware community. However, the press release describes evidence of a plan that targeted the University of Delaware Police Department. This is frightening to all of us.”Luqmaan Khan was transported to the New Castle County Police Headquarters. He has been charged with resisting arrest, carrying a concealed deadly weapon, weapon violations, and related offences. He was arraigned and committed on $107,200 cash bail and has been handed over to the FBI for possible additional criminal charges.
