Amid power-sharing tensions and speculation over a Cabinet reshuffle, 24 Members of the Legislative Council (MLCs) from the Karnataka Congress have sought representation in the state Cabinet.

The MLCs submitted a memorandum to AICC president Mallikarjun Kharge, urging that Council members be given adequate space in the ministry. The signatories had reportedly travelled to Delhi in December to press their case before the party high command.

Concerns over exclusion

The move comes as discussions continue over Cabinet reconstitution and internal balancing within the government.

In their memorandum, the MLCs said the absence of Council members in the Cabinet has created a sense of inequality and demoralisation. They argued that continued exclusion could create a perception that MLCs have limited political prospects, which may weaken the party’s organisational structure over time.

They also warned of a ripple effect. Capable leaders may prefer to seek Assembly tickets instead of contesting Council elections, which could fuel factionalism and erode grassroots strength.

Points raised by MLCs

The signatories said the Karnataka Legislative Council, established in 1907, is among the oldest in the country. They pointed out that MLCs represent large regions, often covering 10 to 15 Assembly constituencies, and that members elected from local bodies maintain direct engagement with grassroots institutions.

They stated that, compared to MLAs, MLCs often influence a broader cross-section of voters and play a key role in strengthening the party’s organisational network. They also noted that Graduates’ and Teachers’ constituency MLCs represent 15 to 20 Assembly segments and regularly engage with opinion leaders such as educators and graduates.

According to the memorandum, these members help mobilise youth and intellectual support for the Congress, while teachers, as respected community influencers, shape public perception in favour of the party.

Demand for five council ministers

The MLCs have urged the high command to induct at least five Council members in the next Cabinet reshuffle. They suggested balanced representation, including one member from local bodies, one from Graduates’ or Teachers’ constituencies, and one from nominated or other categories.

They said meaningful Cabinet representation is essential to ensure organisational cohesion and balanced political representation within the government.
