Audio has surfaced of a phone call between Charlotte train stabbing suspect Decarlos Brown and his sister, Tracey Brown, just days after the deadly attack on 23-year-old Ukrainian refugee Iryna Zarutska.The conversation, recorded on August 28, marked the first time the 34-year-old has been heard since being taken into custody.“I hurt my hand, stabbing her. I don’t even know the lady,” Brown told his sister. “I never said not one word to the lady at all. That’s scary, ain’t it. Why would somebody stab somebody for no reason?”

Claims of government ‘control’

In the jail call, he claimed the government had implanted “materials” in his brain that were “controlling” his actions.“Whoever was working the materials they lashed out on her,” he told his sister, as qouted by Fox News, “Now they really gotta investigate what my body was exposed to… Now they gotta do an investigation as to who was the motive behind what happened.”In an interview with CNN, Tracey Brown said her brother believed Zarutska was reading his mind and confirmed that he is a paranoid schizophrenic. She said Brown had long believed the government implanted a chip in him.“A person that is hearing voices in their head and believes the world is against them, they’re going to break. And I think that night he broke,” Tracey said.She also revealed she had previously been a victim of his violence, recalling how in 2022 her brother broke down a door and bit her.Brown’s mother told CNN she had tried to place him in a mental care facility but was unable to because she was not his legal guardian. At the time of the stabbing and his arrest, Brown was homeless.Tracey Brown pressed her brother on why he targeted Zarutska, describing the attack as senseless.“Out of all people, why her?” she asked. “She’s from the Ukraine, she’s from Russia and they had a war going on against the United States, so I’m just trying to understand, of all people, why her?”

Ukrainian refugee killed in random attack

Authorities say the attack was random and unprovoked. Zarutska, who fled war-torn Ukraine in 2022 seeking safety in the United States, was stabbed while still wearing her pizzeria uniform.Surveillance video showed her cowering on the light rail train as the attacker loomed over her minutes before the killing.Federal prosecutors have charged Brown with one count of committing an act causing death on a mass transportation system. He also faces a state charge of first-degree murder for the fatal stabbing.
