In a major push to regulate land prices and make home ownership more accessible in Riyadh, Saudi authorities have launched a new digital platform that allows eligible citizens to apply for thousands of affordable, pre-planned residential plots. The initiative is part of a broader directive to rebalance the real estate market and ensure sustainable urban growth.

Crown prince’s housing directive: Targeting real estate affordability

Under the directive of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz, Crown Prince and Prime Minister, the Royal Commission for Riyadh City (RCRC) has been tasked with providing Saudi citizens access to between 10,000 and 40,000 developed residential plots annually for the next five years.These plots will be offered at a maximum fixed price of SAR 1,500 per square meter, aiming to make land in the capital city more affordable and curb speculative activity. This strategic effort is intended to restore balance to Riyadh’s property sector and support long-term urban planning aligned with Vision 2030.

Real Estate Balance Platform (Tawazoun): Key details and application process

To operationalize this initiative, the RCRC officially launched the Real Estate Balance Platform (Tawazoun) on Thursday, September 11. The platform is available online at tawazoun.rcrc.gov.sa and is the only official portal through which applications may be submitted.

  • Application Window: Open until end of day, Thursday, October 23, 2025
  • Eligibility Requirements:
    • Must be a Saudi citizen
    • Either married or aged 25 and above
    • No previous real estate ownership
    • Must have resided in Riyadh continuously for the last three years

Registration on the platform does not guarantee allocation, and submission timing will not influence the order of selection.The RCRC has made it clear that no intermediaries or third parties are authorized to represent or act on behalf of the platform. All application-related communication and updates will be issued exclusively through RCRC’s official channels.

Ownership terms: 10 year restrictions and development obligations

Citizens who are allocated land through Tawazoun will be bound by specific ownership conditions designed to prevent speculation and encourage active development:

  • Mandatory Development: The land must be built upon within 10 years.
  • Restriction on Disposal: Sale, transfer, or mortgaging of the land is prohibited for the 10-year period, with one exception:
    • Mortgaging is permitted only if used to finance the construction of a residential unit on the land.
  • Failure to Build: If the plot remains undeveloped after the 10-year period, the RCRC will reclaim the land, and the original purchase amount will be reimbursed to the applicant.
