Rented a home in Sharjah through an informal agreement or a simple paper contract? Sharjah is now offering a clean slate. Under the new Sharjah Tenant Rules 2025, residents and landlords with unauthorised rental contracts can now regularise their leases, avoid penalties, and secure full legal protection, marking a major reset for the emirate’s housing market.

Sharjah’s new tenancy relief plan

Sharjah has rolled out a major relief initiative for residents and landlords holding unauthorised or informal lease contracts, offering them a final opportunity to correct their status without facing legal action. The decision was approved by the Sharjah Executive Council (SEC) with the aim of cleaning up the rental market, improving housing records, and ensuring all tenancy agreements are officially documented.Under this new settlement plan, individuals who previously signed rental contracts outside the approved Ejari-style system can now regularise their leases through the Sharjah Municipality under a defined set of conditions and timelines.

Why is Sharjah regularising illegal lease contracts?

This move is designed to streamline the emirate’s rental sector and eliminate loopholes that have caused disputes, unregulated rent increases, and lack of accountability in the past.Key reasons behind the initiative include:

  • Ensuring all lease contracts are registered with Sharjah Municipality for legal protection
  • Preventing exploitation of tenants and landlords due to unregistered agreements
  • Enhancing transparency, rental security, and proper documentation
  • Standardising rules for rent disputes, eviction, and tenancy renewals

The initiative also aligns with Sharjah’s long-term housing vision to boost confidence in the property market, ensure fair rental practices, and maintain accurate housing data for future developments.

Your financial relief, broken down

The government’s package provides two crucial financial benefits for those who come forward to certify their old agreements:

  • 50% Fee Exemption: You will receive a 50% discount on the attestation (official registration) fees that were due on the expired contracts.
  • 100% Fine Waiver: All administrative fines that would normally apply for failing to register your lease contracts on time will be completely waived.

This offer is open to all lease agreements that were concluded before the implementation of the new Law No. (5) of 2024 and its executive regulations.

The critical two-month window

This massive financial relief is not permanent. The Sharjah Executive Council has established a strict, limited-time grace period. The exemptions and full fine waivers will be effective starting on November 1, 2025, and will conclude sharply on December 31, 2025. This gives tenants and landlords a narrow two-month window to finalize their paperwork and receive the benefits.It is crucial for parties with uncertified contracts that expired before the cut-off date to utilize this limited opportunity. Failure to regularize these contracts by the December 31 deadline means they will forfeit the 50% fee discount and face the full administrative fines, potentially leading to complications under the new real estate leasing law. This initiative provides legal security and avoids the risk of backdated penalties, offering a clear path to compliance for a better-regulated property market.

Sharjah’s decision reflects a balanced approach: instead of imposing immediate penalties, the emirate is giving residents and landlords a grace period to fix the past and start fresh. By formalising all leases, Sharjah aims to build a rental ecosystem that is trustworthy, transparent, and future-ready.More details on the settlement procedures are expected to be announced soon through Sharjah Municipality and official SEC channels.
