Launching into marathon remarks at 4:53 a.m. ET, the New York Democrat spoke for hours from two separate binders, sharing stories from Americans who will be impacted by historic cuts to the Medicaid program and other provisions in the GOP megabill.He used a legislative tool called the “magic minute,” which allows party leaders in the House to speak as long as they wish on the floor.

The passage of the bill marks a landmark victory for the Trump administration in just six mponths of his sectod term. House Speaker Mike Johnson said President Donald Trump’s policy agenda bill will make the country “stronger, safer and more prosperous” in remarks ahead of a House vote on the president’s bill.“In just a few moments, we will remind the world why the American experiment still endures today and why its best days are still ahead of us,” Johnson said. “With one big, beautiful bill, we are going to make this country stronger, safer and more prosperous than ever before. And every American is going to benefit from that.”Johnson said Republicans were determined to “not waste that historic opportunity” of having control of the White House, Senate and House.
What is inside ‘Big, Beautiful’ package?
The package’s priority is $4.5 trillion in tax breaks enacted in 2017 during Trump’s first term that would expire if Congress failed to act, along with new ones. This includes allowing workers to deduct tips and overtime pay, and a $6,000 deduction for most older adults earning less than $75,000 a year. There’s also a hefty investment, some $350 billion, in national security and Trump’s deportation agenda and to help develop the “Golden Dome” defensive system over the US.The package includes $1.2 trillion in cutbacks to the Medicaid health care and food stamps, largely by imposing new work requirements, including for some parents and older people, and a major rollback of green energy tax credits.
