Dubai is moving ahead with a major step in its sustainable transport strategy: the introduction of battery-swapping stations for electric bikes. The initiative, led by the Roads and Transport Authority (RTA) in partnership with Terra Tech Ltd, aims to modernise the delivery sector while supporting broader environmental goals under the city’s long-term logistics and emissions strategy.

Strategic rollout across the city: Supporting e-bike adoption

The RTA has announced the installation of several battery-swapping stations at strategic locations throughout Dubai. These stations are designed specifically for electric bikes used by delivery operators. The infrastructure will allow riders to replace depleted batteries quickly, increasing efficiency and reducing downtime.The project is being executed in collaboration with Terra Tech Ltd, a technology start-up operating in the MENA region. Terra Tech specialises in B2B micro-mobility solutions, particularly battery-swapping systems for electric vehicles.This marks the first large-scale deployment of its kind in the region that directly supports the zero-emission delivery fleet model.

Integration with delivery sector: Tailored operational ecosystem

The RTA-Terra Tech collaboration includes the creation of a dedicated operational model that aligns with the unique needs of Dubai’s delivery sector. The integrated system is intended to provide scalable battery-swapping support while also lowering the total cost of ownership for businesses in the industry.The system will meet the charging and operational requirements of delivery operators, helping them reduce fuel dependency, operating costs, and environmental impact.The RTA is actively inviting delivery companies and commercial operators to take part in this transition, calling on partners to leverage the infrastructure and move towards eco-friendly alternatives in their fleets.

Aligned with Dubai’s 2030 strategy: Emission reduction goals and infrastructure development

This initiative forms a core part of the Commercial and Logistics Land Transport Strategy 2030, which has a target to cut carbon emissions by 30% within the sector.Key elements of the 2030 strategy include:

  • Development of 36 dedicated operational locations across the emirate
  • Building infrastructure tailored to commercial mobility needs
  • Supporting the growth of sustainable urban logistics

Ahmed Mahboob, CEO of the RTA’s Licensing Agency, emphasised that the move reflects Dubai’s readiness to implement advanced transport technologies and operational models that not only lower emissions but also reduce noise pollution and enhance service delivery.He stated, “We invite our partners in the delivery and commercial sectors to utilise this initiative and work alongside us towards a more efficient and sustainable future.”

Industry response and vision: Empowering the e-bike ecosystem

From the technology provider’s side, Terra Tech sees the collaboration as a key milestone in enabling electric vehicle infrastructure tailored to the region’s delivery economy.Husam Al Zammar, CEO of Terra Tech Ltd, commented on the significance of the partnership, noting that the RTA’s ongoing infrastructure projects play a critical role in growing Dubai’s GDP, particularly through the regulation and development of the delivery sector.He added, “We value RTA’s confidence in our solution for developing battery-swapping stations for the delivery sector, and we look forward to working together to empower the electric bike delivery ecosystem in Dubai.”
