Abu Dhabi has moved rapidly up the global smart-city ladder in 2025, earning a top-five place in the IMD Smart City Index and widespread recognition for safety, digital services and urban innovation. The rise reflects a concerted, strategy-led push that links public policy, private tech partnerships and visible projects on the ground.

Abu Dhabi has made a huge leap in global rankings, securing the 5th spot worldwide in the prestigious 2025 IMD Smart City Index (SCI). This jump of five places from its 10th position in 2024 confirms the capital is a global leader in urban innovation. But what does being “smart” mean for the people who live there? The IMD Index is unique because it measures technology alongside resident satisfaction. Abu Dhabi scored high because residents feel safe and appreciate the city’s services. Over 82% of people are happy with the public transport network, and over 50% say traffic congestion isn’t a major issue, a huge win for a capital city. This success comes from a focus on human-centered technology, like the easy-to-use TAMM digital government platform and the widespread free public Wi-Fi. From trialling autonomous vehicles to installing smart sensors in parks and deploying AI-enabled, eco-friendly cleaning fleets, Abu Dhabi proves that the smartest cities are the ones that make life better, simpler, and safer for everyone.

What is the IMD Smart City Index?

The IMD Smart City Index is an annual global ranking issued by the International Institute for Management Development (IMD) in Switzerland, in partnership with the World Smart Sustainable Cities Organization (WeGO).It evaluates cities based on how effectively technology improves residents’ quality of life. The index measures two main pillars:

Why did Abu Dhabi rise to the World’s top smart cities?

The core of Abu Dhabi’s success is its high resident satisfaction, which is factored directly into the IMD Index score. The city excels in several critical areas that enhance daily life:

  • Unmatched Safety: For the seventh consecutive year, Abu Dhabi has maintained its position as the world’s safest city (Numbeo Index), a testament to its integrated security systems.
  • Traffic Management: Over 50% of residents surveyed stated that road congestion is not a prevalent issue, a rare achievement for a major capital.
  • Public Transport Satisfaction: An impressive 82% of residents expressed satisfaction with the public transport network. This high rating is supported by figures showing over 90 million bus rides and 168,000 marine transport trips recorded in 2024.
  • Urban Greenery: Approximately 84% of respondents were satisfied with the availability and upkeep of green spaces. In 2024 alone, the city opened over 200 new parks and beaches to promote community well-being.

Technology that simplifies life

Abu Dhabi’s “smart” reputation is built on implementing advanced technology to create seamless and sustainable essential services, with a clear focus on the resident experience. Key initiatives include the comprehensive TAMM platform, which unifies hundreds of government services (reducing paper use by over 90%), and the provision of free public Wi-Fi (Hala Wi-Fi) across public spaces, which nearly 75% of residents credit for improving access to services.In mobility, the city is heavily investing (AED 3.4 billion in 2024 alone) in smart infrastructure, including pilot driverless taxi projects and a significant deployment of 500+ AI-enabled, eco-friendly street-cleaning vehicles by 2025, expected to cut carbon emissions by 40%. Furthermore, sustainability efforts include equipping seven parks with over 1,400 interconnected sensors to monitor environmental factors, underscoring Abu Dhabi’s strategy to use technology to genuinely enhance human life and secure a future-ready environment.
