The Bharatiya Janata Party (BJP) is leveraging the Haryana model of women’s welfare, specifically the Deen Dayal Lado Lakshmi Yojana (DDLLY), as a central weapon for the 2027 Punjab Assembly elections to directly counter the Aam Aadmi Party (AAP).

THE ₹2,100 VS ₹1,000 CASH CONFRONTATION
The centerpiece of the BJP’s pitch is a stark contrast in monthly monetary value:
- Haryana’s Lado Lakshmi Yojana provides eligible women ₹2,100 per month.
- Punjab’s Mawan Dhiyan Satkar Yojana (AAP’s counter) offers only ₹1,000 per month to general-category women and ₹1,500 to SC women.
By projecting Haryana’s higher financial muscle, Haryana Chief Minister (CM) Nayab Singh Saini and the BJP high command plan to signal to Punjabi voters that a BJP government will match or exceed the ₹2,100 payout.
EXPLOITING AAP’S DELAYED PROMISES
During the 2022 Punjab campaign, AAP heavily capitalised on a universal promise of ₹1,000 per month for Punjabi women. The BJP is explicitly targeting AAP over its four-year delay in fully executing this core welfare guarantee.
Saini has publicly called out the Punjab CM Bhagwant Mann-led administration, pointing out that even the registration processes for the Punjab scheme have lagged behind, while Haryana swiftly allocated ₹6,500 crore to disburse direct benefits.
WOMEN VOTERS MATTER
Women represent 47.45 per cent of Punjab’s electorate and consistently log a higher voter turnout than men. Following successes in Madhya Pradesh (Ladli Behna) and Maharashtra (Ladki Bahin), the BJP recognizes direct benefit transfers (DBT) targeting women as a proven path to securing power.
WELFARE SCHEME COMPARISON
Beyond the Lado Lakshmi scheme, the BJP is expanding the pitch to general social security.
The BJP highlights that Haryana senior citizens receive a ₹3,200 monthly allowance, compared to Punjab’s ₹1,500 flat rate.
Under the grassroots micro-management of strategist Satish Poonia, who engineered the BJP’s third-term victory in Haryana, the party is using these numbers to form the bedrock of its upcoming Punjab election manifesto.
AAP’s COUNTER
In response, the Aam Aadmi Party (AAP) argues that Punjab’s scheme is superior because it is designed with fewer restrictions, aiming to bring 95% of Punjabi women within its ambit. AAP leaders claim that Haryana’s Lado Lakshmi scheme is limited by numerous hidden eligibility conditions that exclude many in need.
