Union Education Minister Dharmendra Pradhan’s resignation on July 25 following widespread student protests led by the Cockroach Janta Party (CJP) over the NEET-UG paper leak controversy marks a major political inflection point. By accepting the exit of a senior cabinet minister, sources say the government aims to break a week-long parliamentary deadlock and reclaim control of its legislative agenda during the ongoing monsoon session.

De-escalating Opposition Pressure

Pradhan’s exit directly addresses the primary condition that stalled proceedings across both Houses of Parliament. A coordinated Opposition had consistently disrupted legislative business, demanding executive accountability and structural reform over public examination irregularities.

By removing the central target of Opposition attacks, the treasury benches have eliminated the immediate deadlock. This tactical concession is intended to restore order on the floor, allowing the government to transition from defensive political manoeuvring to advancing stalled business.

Paving the Way for Anti-Paper Leak Legislation

The political reset clears the runway for the government’s key priority: a tough new anti-paper leak bill approved by the Union Cabinet. Designed to curb malpractice in national entrance and recruitment tests, the proposed law introduces severe penalties, including prison terms of up to 10 years and fines reaching 10 crore rupees.

With Pradhan stepping aside, the government can present the legislation not as a reactive compromise, but as a deliberate effort to protect students and restore integrity to public examinations.

Navigating High-Stakes Bills Requiring Supermajorities

While routine legislative work may now resume, the recent friction leaves a lingering impact on complex constitutional reforms that require a two-thirds majority in both Houses.

The Delimitation and Women’s Reservation Push: The Constitution (131st Amendment) Bill, 2026—which proposes revising Lok Sabha seat allocations to operationalise the 33% quota for women—remains politically sensitive. Having previously fallen short of the mandatory two-thirds threshold, the bill depends on cross-party support that has been severely tested by recent confrontations.

Sensitive Statutory Legislation: Beyond constitutional amendments, the government is seeking to pass important measures, including the Foreign Contribution (Regulation) Amendment Bill, 2026, amendments to the Income Tax Act, and the Prevention of Insults to National Honour (Amendment) Bill, 2026, regarding the national song, Vande Mataram.

The Road Ahead for Parliamentary Strategy

While the resignation removes an immediate lightning rod for criticism, floor managers face a challenging environment. Passing standard statutory legislation will require disciplined attendance and tight coordination with alliance partners. However, securing the requisite two-thirds supermajority for major constitutional changes will demand active consensus-building across the aisle—a task made far more complex by the political battles of recent weeks.
